What Is an IHDA Mortgage?
The Illinois Housing Development Authority supports homeownership programs offered through approved mortgage lenders. Depending on the active program and borrower eligibility, an IHDA transaction may pair a 30-year fixed-rate first mortgage with a second loan that can help cover part of the down payment and closing costs.
IHDA does not make every assistance option a grant. Some second loans are forgivable over time, some are deferred until a later event, and some require monthly repayment. Review the current IHDA Mortgage Program Directory and obtain a written loan estimate from an approved lender before comparing options.

Current IHDA Down Payment Assistance Programs
The official program directory currently lists the following assistance choices as active with limited funds remaining. The lender must confirm availability when the loan is reserved.

IHDAccess Home
IHDAccess Home currently provides assistance equal to 6% of the purchase price, up to $15,000. The assistance is structured as a zero-interest deferred second mortgage with no monthly payment; repayment is generally due when the home is sold, refinanced, or the first mortgage is paid off. It is primarily for first-time homebuyers, with specified veteran and targeted-area exceptions.

IHDAccess Forgivable
IHDAccess Forgivable currently provides 4% of the purchase price, up to $6,000, for down payment and closing costs. The second mortgage is forgiven monthly over ten years. Selling or refinancing before the forgiveness period ends may leave a balance due. First-time and repeat homebuyers may be eligible.

IHDAccess Deferred
IHDAccess Deferred currently provides 5% of the purchase price, up to $7,500. It is a zero-interest second mortgage with no monthly payment, but the full assistance balance is generally due when the home is sold, refinanced, or the first mortgage is paid off. First-time and repeat homebuyers may be eligible.

IHDAccess Repayable
IHDAccess Repayable currently provides 10% of the purchase price, up to $10,000. The assistance is a zero-interest second mortgage repaid monthly over ten years. First-time and repeat homebuyers may be eligible, but the monthly second-loan payment must be included when comparing affordability.

Who May Qualify for IHDA Assistance?
Eligibility is determined by the approved lender under the selected mortgage type and IHDA rules. Income and purchase-price limits depend on the Illinois county where the property is located, whether the address is in a targeted area, the program selected, and other transaction facts. Use IHDA’s current income, purchase-price, and targeted-area lookup for an initial review.

Common requirements include occupying the property as a primary residence, meeting program and lender credit and underwriting standards, using an eligible loan type, contributing any required buyer funds, and completing required documentation. First-time-buyer rules vary by program. For IHDAccess Home, a first-time homebuyer generally has not owned a primary residence during the prior three years, subject to IHDA’s stated exceptions.
IHDA also requires every borrower on an IHDA Mortgage transaction to complete approved pre-purchase homebuyer education before closing. Review the official IHDA homebuyer-education requirements early so the certificate does not delay financing.

How to Apply for an IHDA Home Loan
1. Build a Realistic Purchase Budget
Start with the total monthly cost—not only the purchase price. Include principal and interest, property taxes, homeowners insurance, mortgage insurance when applicable, association assessments, utilities, maintenance, and any payment required on the assistance loan.

2. Contact an Approved IHDA Lender
IHDA applications and assistance reservations are handled by participating lenders. Search the official IHDA approved-lender directory, compare more than one written loan scenario when practical, and ask which active program best fits your income, funds, credit profile, property type, and timeline.

3. Complete Preapproval and Education
Provide the lender with complete income, asset, debt, and credit documentation. Ask for the estimated interest rate, annual percentage rate, monthly payment, cash required to close, assistance repayment terms, and potential consequences of selling or refinancing. Complete the required education within IHDA’s permitted timeframe.

4. Search for an Eligible Illinois Home

The lender must verify property and program eligibility; a listing’s price or location alone does not guarantee approval.

5. Reserve Funds and Manage the Transaction

Compare the Full Cost and Repayment Terms
Down payment assistance can reduce the money needed at closing, but the option with the largest assistance amount is not automatically the lowest-cost choice. Compare the first-mortgage rate, APR, mortgage insurance, total monthly payment, second-mortgage payment, forgiveness schedule, deferred balance, lender fees, cash to close, and how long you expect to own the property.

Ask what happens if you sell, refinance, move out, transfer title, or pay off the first mortgage before the assistance term ends. Your lender and attorney should explain the loan documents and any repayment obligation before closing.
